A relevant problem in the implementation of development policies is that of the rents connected to the distribution of subsidies to investments. In Italy, Law 488/1992 tries to solve this problem by adopting a mechanism of allocation based on a sort of auction. The aim of this paper is to analyse the effects of this procedure in a spatial and geographical perspective by using the local labour system (LLS) as territorial units. The LLS, which has a subprovincial dimension, allows us to introduce in the stochastic frontier model a high technological homogeneity within the areas and an high heterogeneity between the areas due to “small size” of these areas. The main result is the positive impact of the Law 488/1992. The subsides of this Law 488/1992 determine a spread increase of the efficiency in the regional industrial sector.
