The paper aims to analyze the concept of social control, as well as changed over time, both in relation to the general organization higher than a society that is the State, both in relation to the conception of deviance as changeable. Based on the analysis of the thinking of the great philosophers of the eighteenth century the author reconstructs the relationship between the concept of the State, the political organization of society and the deviance was then passed on to examine the birth of the concept of social control in modern society through the main sociological theories of deviance of the last century. The work shows that the State does not always produce social control, but especially in more recent times, it seems possible to say that the State is the product of social control that also plays crime and deviance that allow the system to maintain itself and reproduce.
