Dalla terra dei fuochi alle terre avvelenate: lo smaltimento illecito dei rifiuti in Italia

The illegal waste disposal has caused a social clamor because of the attention that media have dedicated to the problem for a long time. My paper focuses on the phenomenon that is not delimitated to the Campania territory – the well-known land of fires – has assumed national importance and features, too. It is known that imitation is a powerful form of learning commonly used in criminal behaviors and the criminals have operated rationally in order to maximize output with minimum effort and eventual exposition. After learning the techniques used by the camorra clans, nowadays the criminal business men have been carrying out independently, by disposingwaste and toxic slags produced by the companies that business men have managed in their territories. The latest inquiries, carried out by the most sensitive district attorney’s offices, have emphasized that there are several poisoned lands in the Northern Italy because of the illegal and toxic waste disposal.

Lo smaltimento illecito dei rifiuti desta nella collettività grande clamore sociale anche per la particolare attenzione che i media dedicano da tempo al problema. Il paper sofferma l’attenzione sul fenomeno, evidenziando come lo stesso non sia più limitato e circoscritto al territorio campano, noto ai più con la ormai triste locuzione di “terra dei fuochi”, ma abbia assunto connotazioni e rilievo nazionali. È, oramai, noto e condiviso che, l’imitazione rappresenti una delle modalità di apprendimento delle condotte delittuose e, altresì, che i criminali agiscano razionalmente per la massimizzazione dei profitti con minimo sforzo e con minore esposizione possibile. Apprese le varie tecniche utilizzate dai clans camorristici, gli imprenditori criminali ora agiscono in proprio smaltendo i rifiuti e le scorie tossiche prodotte dalle aziende da essi gestite nei loro territori. Le indagini più recenti, svolte da alcune Procure maggiormente sensibili al fenomeno, stanno evidenziando che ormai diverse sono “le terre avvelenate” anche nel nord Italia per lo smaltimento illegale dei rifiuti tossici.
