Capacità e diritti aeroportuali nell'Unione europea e nell'ordinamento interno: recenti sviluppi

The paper deals with airport capacity and airport charges. In its first part, it focuses on recent regulatory initiatives undertaken at the European Union level, which aim at reducing (and possibly solving) the airport capacity crunch. Within this analysis, a specific attention is paid to the European Observatory on Airport Capacity and Quality, its establishment, mandate and functions. In its second part, the paper focuses on airport charges, both at domestic level (especially with regard to the implementation of EU directive 2009/12/EC in Italy), and at the European Union level (including a specific analysis of the Thessaloniky Forum of airport charges regulators). This work also identifies areas of major concern in relation to both regulatory systems. It concludes by putting forward some proposals on how those critical flaws could be overcome
