The paper offers a view on problems and perspectives of the European latest crises: notably, the Covid epidemic, the war in Ukraine, stagflation, the energy shortage. Major challenges are brought to the fore, including the common investments required to establish a geopolitical role in the InfoSphere. A medium-term holistic analysis is offered, and solutions are proposed. The Currency without a state and the Stability and Growth Pact are critically reexamined. The NGEU is a major step forward, but it is a temporary mechanism: ways and means are explored to consolidate it. A true European debt – which would have as exclusive counterpart “reproductive” infrastructures - is a key element of the solution proposed, which would comprise the creation of an open Concentric Europe. The core would be a political, fiscal and monetary Union.
