Modern citizenship is based on equality between citizens. It involves two dimensions: identitarian and functional. If once they were harmonized within the great construction of the nation state, today they are put in increasing tension between them by the spread of global phenomena. This undermines the vision of European citizenship as a functional practice, that is linked to the benefits deriving from the freedom of movement granted in the common political space.
La cittadinanza moderna è fondata sull'uguaglianza tra i cittadini e comporta due dimensioni, una identitaria e una funzionale. Se prima esse venivano armonizzate entro la grande costruzione dello Stato nazione, oggi sono messe in crescente tensione tra loro dalla diffusione dei fenomeni globali. Ciò pone in crisi la visione della cittadinanza europea come prassi funzionale, legata cioè ai benefici derivanti dalle libertà di movimento concesse nello spazio politico comune.
